He was married to Amalia Reyes-Tirol. He graduated Salutatorian both in elementary and secondary school. He finished his Bachelor of Laws as valedictorian and passed the bar in the same year. He got his degree in Commerce and Master’s Degree in Education as Magna Cum Laude. He also graduated Cum Laude for his Master of Science in Business Administration and finished his Doctor’s Degree in Philosophy as Benemeritus at the University of Bohol. He worked as a College Professor and became the Dean of the College of Commerce at University of Bohol and became the Executive Vice President of the school and later served as Vice Chairman of the Board.
He became a Municipal Councilor of Tagbilaran and was voted Vice Governor in 1967. He also served as Assemblyman in the Batasang Pambansa. It was during this time that the public started acknowledging his sobriquet as “The Wonder Boy of Bohol Politics,” because of his unbroken string of victories in the polls. He was also elected as the Governor of Bohol from 1992 to 1995. He served as Governor of the Philippine National Red Cross for a number of years. He was President of the Tagbilaran City Host Lions Club, and the Knights of Rizal, Bohol Chapter; and was once the President of the Integrated Bar of the Philippines. He is also the Worshipful Master of the Dagohoy Lodge No. 84, F. & A.M. of the Philippines. He was a National Delegate to the 40th Session of the United Nations in New York, USA in 1985, and in 1990 he went back to the United States for the 45th Session of the United Nations, still in New York. Through his laurels, the former Congressman and Governor has proven himself one of the best in two separate worlds: in politics and in the academe.
