He graduated at Southwestern University and completed Bachelor of Science in Biology at the University of San Carlos. He is a public servant, civic leader, health and sports advocate and a doctor. He has been the Municipal Health Officer of Jagna since 1986. Under his leadership, his office became a multi-awardee. He initiated innovative health programs like 100% Water Sealed Toilet, Zero Malnutrition and Healthy Barangay Contest. He was the Chairman of the Technical Working Group of the Cullion Foundation Inc. In 2008, he served as the Executive Officer of the Visayas Reproductive Health Initiative funded by the Ford Foundation.
He received Special Award for Leadership in the programs and projects of Amhop-Bohol with a special project “Visayas Reproductive Health Initiative”. He initiated three medical missions for the victims of typhoon Sendong in CDO, facilitated an agreement with the Medical Action Group for the training of 150 Municipal Health Officers on medico legal and proper documentation. As a sports advocate, he founded the Jagna Motor Bikers Association in 1992 and the association sponsored the 2000 First Jagna Motor Cross Competition for motor cross riders from all over the country.
