Dr. Pepe was born in Loon, Bohol and is married to Dr. Diana Villagonzalo of Ronda, Cebu. They now reside in Birchdale Lane, Port Washington, New York. He studied at the Calayugan Elementary School and Loon Institute. He took his Pre-Medicine Course at Southwestern University and finished the Medical Course at the Cebu Institute of Technology. He established Home-Reach Foundation in partnership with some medical groups, NGOs, school administrators of the province, H.E.L.P (Healthcare, Education, Livelihood & Patrimony.
The Balik-Bohol Medical Mission became an offshoot. Since 1994, over 200,000 people were examined, treated, and given free medicines not only in Bohol but also in Cebu, Negros, Panay, Luzon and even in India. Over 7,000 patients were operated of various ailments and deformities. One project Dr. Recitas spearheads is the Philippine Gift of Life, in collaboration with the Gift of Life in USA. Over 60 children underwent heart surgery and are now given a new lease at life. His benevolence has not gone unnoticed. He received various awards like a Plaque of Recognition from Bishop Leopoldo Tumulak, Governor Erico Aumentado, and Mayor Jose Torralba for being instrumental in the heart surgeries in Bohol, the first outside Metro Manila, coordinated with the Philippine Heart Center. Looking back now, the fisherman’s son has fully discerned how fortitude and determination could propel a man to persevere and live a purpose-driven life amidst the trials and tribulations man is heir to, inspired by the passion for Christian service.
