He finished High School and College at the Immaculate Heart of Mary Seminary and completed his bachelor’s degree of Law at Ateneo de Manila University. He currently holds the position of ASSISTANT SOLICITOR GENERAL, Office of the Solicitor General, with the rank of an Associate Justice of the Court of Appeals. He also served as Chief Litigator for the Government in numerous court cases and international arbitration cases.

He used to work for 15 years as Assistant Government Corporate Counsel. He is considered a career – non political government officer. He is the Chairman of the Bahay Tuluyan, Inc. which is a nationally and internationally recognized NGO providing shelter and education and promoting the rights of street children and abused children and KIBO Children’s House, Inc. which promotes the welfare of street children and abused children thru shelter and education.
