Atty. Esther Gertrude D. Biliran is a distinguished legal professional who obtained her Bachelor of Science in Commerce and Juris Doctor at Holy Name University, Tagbilaran City.  She is a litigation lawyer, environmentalist, and a women and children’s advocate.  Atty. Biliran runs a successful private law practice at Biliran Law Office, where she provides expert legal services to clients across various areas of law.  Beyond her academic and professional achievements, Atty. Biliran is known for her active involvement in environmental advocacy. 

As a dedicated member of the Tagbilaran Baywatch advocacy group, she tirelessly works toward the protection of Tagbilaran Bay against reclamation projects, and advocates for sustainable environmental practices. She has become a prominent voice in campaigns not only against reclamation projects but also on the need to preserve Bohol’s natural wonders.  Because of her advocacies, Atty. Biliran has been chosen as one of the recipients of the 2024 Philippine Daily Inquirer Women of Power Award, and recently received a Resolution of Citation from the 15th Sangguniang Panlungsod of the City of Tagbilaran.
